10-10-10 Program
To fulfill our mission of improving the quality of all Portsmouth’s neighborhoods and maintaining their diversity we need your help.
We need to challenge ourselves to discover the desires and expectations of each community – your community – and then work together to exceed them. We need to know what you think are the important attributes for a good neighborhood, what the negative factors are for a community and what current problems you feel need to be fixed.
The “10-10-10 Program” is our way of learning these specific desires and challenges. We’d like you to tell us 10 good attributes, 10 negative attributes, and 10 things you feel are preventing your neighborhood from being better.
Please take some time to complete the questionnaire below. We would like to have this information collected by October 15th. And please share this page with your neighbors. Thank you for your support.

April 20th Creek Cleanup Needs Shea Terrace Citizen’s Help
Scotts Creek Needs Your Help
The Shea Terrace Civic League and concerned citizens in Portsmouth will be meeting to clean up the shoreline at London Blvd., across from IC Norcom High School. We will be doing this now instead of on Clean The Bay Day as the marsh grasses are shorter now and the trash will be easier to access.
This is a city sponsored event, and as such, they will supply grabbers and garbage bags. Wear long pants and bring gloves.
Start Time: Sat. April 20, 2013; 8:30 AM to 11:00

Residents Silenced
Dear Shea Terrace residents,
As many of you know by now, the Portsmouth City Council has decided to stop airing non-agenda speakers on both Cox cable and on streaming video on the city’s web site. This announcement was made by email through Portsmouth’s director of marketing and information, Lavoris Pace. No reason was given, but a phone number was posted for those with questions.
I called that number and a city employee answered the call. I asked why this decision had been made. No one could answer. I was referred to Mrs. White, City Clerk. Mrs. White could not answer either. I then called Elizabeth Psimas who told me that she had aired some misgivings about some non-agenda speakers advancing their personal business interests on the air, but had not participated in any decision. I know that at least one council member (Councilman Moody) has argued against this action.
From what I have gathered (and I may be incorrect), this decision was advanced at the mayor’s insistence. Quite a few residents are upset and feel that citizens have been given “short shrift”. Civic League Meeting
There will be a general meeting of the Shea Terrace Civic League on Tuesday, December 11 at 7pm at the newly re-opened Flagship Restaurant. The new owner of the Flagship, Kevin Young, will speak to us a little about his menu selections and vision for the establishment. We will also be electing new officers for 2013. If you have an interest in helping out, please let us know, as our VP position is still vacant.
In lieu of a pot luck, Kevin and his staff will be providing delicious samples of menu items from the restaurant. He will also be speaking about an upcoming fundraising toy drive and dinner to be held at the restaurant on Dec 16 at 2-5pm benefiting the Boys and Girls Club of Portsmouth. If you are able, please bring a toy to our meeting next Tuesday, December 11 to help make Christmas possible for the needy children in our local Portsmouth family.
In addition, on Sunday, December 9 at 10:30am, Calvary Baptist church will be celebrating Christmas with a service and music program featuring their Children’s Choir, Teen Choir, Hand Bell Choir, Praise Choir, and Orchestra.
We look forward to seeing you at the Flagship on Dec 11 and our friends at Calvary would love for you to join them on Dec 9.
